International Published

An international journal is a scientific journal which is supposed to publish research from international authors and have a similarly wide readership. If there are many people from many countries, it is an international journal. If the authorship is mostly restricted to one country, it is a national journal. In academic publishing, a paper is an academic work that is usually published in an academic journal. It contains original research results or reviews existing results. A paper may undergo a series of reviews, revisions, and re-submissions before finally being accepted or rejected for publication. A "national publication" is by definition one whose main printed output is distributed within e.g. India. An "international publication" is one whose printed output is not limited mainly to one country. As you hint, national/international is a poor proxy for research quality.
