Education expenditure is the material basis and prerequisite for education activitiesÂs survival and development. ItÂs investment size affects the development level of education directly. But hunanÂs ordinary primary school funding in per student is below the national average from 2001 to 2010 by contrast. The empirical results founded that the unbalanced distribution of educational resources; the discount of ordinary primary school by government; the Âsize effectÂ of population which not full played and the unreasonable economic structure caused this problem. So implement a pertinent reform to improve the investment scale of hunanÂs ordinary primary education is wise and urgent.
